Administration
This division is responsible for budget and capital project administration,
construction inspection, purchasing, record keeping and clerical support for the
Public Services Department. Robin Zelenak, Project Coordinator, is responsible
for coordination of the office staff in this division.

Engineering
This division is responsible for maintenance of drawings and records, in-house
design, field staking and measurements, mapping and graphics. Gerard Ferrara,
Deputy City Engineer, leads this division.

Water
Production
John Stanberry, Plant Superintendent, leads this division. This division is
responsible for operation and maintenance of the City's 12 major water
production wells and 4 water plants. This division provides staffing 24 hours a
day, 7 days a week to insure water of proper quality and pressure is provided
throughout the extensive DeLand water service area. A service area map is
attached which indicates that the City provides water and sewer service far
outside the City limits; as far east as I-4, as far north as the Tomoka Woods
subdivision, as far west as the St. Johns River and south to Orange City. This
division is also responsible for water quality and reporting to regulatory
agencies.

Water
Distribution
Carl Williamson, Superintendent, leads this division. This division is
responsible for all of the water distribution piping throughout the utility
service area. The division is organized into three work groups, each of which
operate independently under a foreman or lead worker. Employees in this division
have been crossed trained to function in all operating areas which include
installation of new meters and services, line repairs, flushing and quality
maintenance, hydrant repair and replacement, value repair and replacement,
utility locates, meter repair and water main installation.

Wastewater
Treatment
Wastewater Collection
Division 205 is supervised by Jody Harrison, Wastewater Plant Superintendent,
and is responsible for operation and maintenance of the City's main wastewater
treatment plant located on South Amelia Ave. as well as the City's Brandy Trails
Wastewater Plant located on Lake Mamie Road off S.R. 15-A. The main treatment
plant is currently undergoing an extensive 5.5 million upgrade to increase its
capacity from 4 MGD to 6 MGD. The main wastewater treatment plant is staffed 24
hours a day, 7 days a week.
Division
206, the Wastewater Collection Division, is lead by Mike Riedinger,
Superintendent of operations, this division is responsible for gravity sewers
throughout the service area as well as more than 90 wastewater pumping stations
and force mains which are operated and maintained by the City. These stations
are inspected no less than weekly and large, critical stations are inspected and
serviced daily by technicians in this division. Division 206 is also responsible
for locating gravity lines and force mains for contractors throughout the
service area, repairs and construction of new facilities, line cleaning, new
facility connections and other duties.
The
205 division is also responsible for laboratory analysis and regulatory liaison
and reporting for the City's water, wastewater and reclaimed water utilities.
Alex Konoval, Chief Chemist, leads the laboratory divisions and has been
instrumental in recent, major regulatory initiatives including the City's
Consumer Confidence Reporting Program, the FDEP mandated Risk Management Program
and a new EPA Pretreatment Permitting system.
Divisions
205 and 206 are also responsible for reclaimed water production and
distribution. Currently, the City provides reclaimed water to the Southridge
Golf Course, the DeLand Country Club,

, the Plumosus Park Subdivision,

Park Subdivision and others.

Facilities
Maintenance
This division, headed by Steve Ross, is responsible for maintenance of buildings
throughout the Public Services Department and other City buildings. This
Division consists of a building trades group, an electrician and instrumentation
group.
In
addition to maintenance, this division has been called upon to construct or
remodel facilities such as the Calkins Electric building (part of the
Conrad
Park
project), gazebos, interior construction at the
Fish
Building
and many other projects. The electrician / instrumentation group maintains
literally hundreds of motors and controls throughout the City which serve wells,
pumps, etc. and rather sophisticated instrumentation including computer based
process controllers (PLC's) and radio telemetry equipment for both the water and
wastewater divisions.
